Charles L. Beames

Charles Beames is a well-known senior executive in space systems with more than 30-years of experience in the aerospace industry. Highly decorated for his leadership in the Department of Defense, Charles brings an unconventional depth and breadth of expertise and leadership in space and military system operations, engineering, legislative affairs and business. Prior to joining York Space Systems, Charles served as President for Vulcan Aerospace overseeing a $1B investment portfolio, including Stratolaunch Systems Corporation that comprised the development, production and investment of the world largest aircraft and associated launch vehicles. Prior to his role as President at Vulcan Aerospace, he was a member of the Senior Executive Service, holding several executive positions within the Department of Defense, his last as the Principal Director, Space & Intelligence Systems in the Pentagon, overseeing the execution of a $90B annual acquisition budget.
Charles holds a bachelor’s degree in Engineering Mechanics and Materials Science from the U.S. Air Force Academy. He also holds a master’s degree in Mechanical Engineering from Johns Hopkins University and a master’s degree in National Security Strategy from the National War College. Early in his career, he was designated a National Academy of Engineering “Top 100 Young Engineers in the U.S.”
Mr. Wallinger is the CEO and Board Director of York Space Systems and is an industry expert with extensive experience as the Principal Lead System & Subsystem Engineer on multiple space vehicles, including GeoEye1, ORS-1, Fermi Gamma Ray Observatory, NFIRE, and numerous classified programs. He has successfully executed for a wide range of customers including NASA Goddard, USAF, DoD, NRL, NGA, ORS, and GeoEye (now DigitalGlobe). During employment with industry leaders including Orbital Sciences, General Dynamics, and Lockheed Martin he led Senior Management market assessments and evaluated new market entrance opportunities for game changing technology architectures. He was also the recipient of the NASA Public Service Group Achievement Award for the Fermi Spacecraft.

Board Chairman of the Virginia Commercial Space Flight Authority (VCSFA), Mid-Atlantic Regional Spaceport (MARS) and Former NASA Associate Administrator of Space Operations, Astronaut & Navy Pilot.
In addition, Mr. Readdy was honored as a Meritorious Rank Executive by President Bush in 2003 and in 2005 Readdy was awarded NASA’s highest honor, the Distinguished Service Medal for the second time. He has also been the recipient of NASA’s Outstanding Leadership Medal three times and the Exceptional Service Medal twice. In addition he is the recipient of numerous national and international aviation and space awards, and has been recognized for his contributions to aerospace safety.

Mr. Swink has developed software and autonomous solutions across numerous industries including defense (DARPA / US Army), aerospace, quantitative hedge funds, video games, and telecommunications. Mr. Swink was Co-Founder and Director of Engineering of Ascend Intelligence, creator of the DoD TIGR project, which was acquired by General Dynamics in 2010. Prior to his leadership at Ascend Mr. Swink was Co-Founder and CTO of Netgames USA which was acquired by Microsoft in 2000. Mike’s career includes the design and development of integrated autonomous solutions for numerous Fortune 500 companies as part of executive management teams while leading teams of 100+ towards large scale success and execution.

Steven Pennington’s 20-year career includes Co-Founder and Director of Technology of Ascend Intelligence, creator of the DoD TIGR project, which was acquired by General Dynamics in 2010. Prior to his leadership at Ascend Mr. Pennington was Co-Founder and Lead Software Engineer of Netgames USA which was acquired by Microsoft in 2000. Steve’s extensive career includes numerous executive and leadership positions developing and deploying turn-key integrated communication systems across a wide swath of companies and industries. In addition, Dr. Pennington has supported numerous DARPA programs as a Subject Matter Expert (SME) in RF spectrum sensing, secure tactical computing, and geospatial analysis.
